If you're in a small market they probably don't download 
market-specific spots. You might have just hit a period when your 
receiver wasn't queried for affidavits.

As I recall, the minimum they required was a standard POTS line. 
Dedicated, of course. That was one reason you couldn't use a Premiere 
receiver with any other network, especially in a major market. You 
might be tuned away from their transponder when the market-specific 
spots were downloaded.
