  I'd bet not !

  The rules are pretty clear in that regard.
  Without authority from the Commish, one can NOT run over license power,
  even if one thinks it's justified.

  I know of no rule for licensed broadcast stations that authorizes
  over license power to maintain field, though I do no of rules that
  require reduced power to not exceed licensed field limits.
