I think this is one of the finest statements regarding
the situation that I have seen!  Marvelous illustration.

And whereas the Commission has been for years tightening down
the bandwidth situation, fining stations for seemingly minor
violations of same, then all of a sudden we have a steady (as 
opposed to transient) signal within the mask.  As was pointed
out earlier that mask was not intended to represent the limit
allowed for transmission of a steady signal.

The whole industry, regulation-wise, is suffering badly from
having a Commission made up of lawyers instead of engineers.
