If so, I would think a station "emergency" wouldn't be a significant 
reason to alter the analog/digital power ratio, since it would have 
no benefit to the public. Wouldn't a higher digital power ratio do 
damage to the remaining analog? If not, why is digital mandated as 1% 
of the analog? If higher digital does damage to other stations isn't 
there a requirement, as with analog, that when the station is out of 
tolerance and causing interference it must be shut down?
