Glen,
Either I'm not understanding you, or you seem to have missed some of the 
rules. A station log is required see 73.1820. The required entries are 
EAS Tests & Activation's, Tower light outages, and other things as 
specified by the rule section. Provided you have no tower lights,  and 
you aren't directional (or have an approved sampling system) the station 
log can be as simple as an EAS log.. Still you have to have a log and it 
still must be reviewed weekly.
