the meter itself may have the problem internally.  i have rebuilt  several 
meters in the past.  just put a vom across it when it doesn't  work and ill bet 
you find the correct voltage is there. now it won't be much,  just enough to 
get the meter to read.  any meter can give you erroneous  readings or no 
readings at all, the super fine wire they use inside can open or  connect at any 
time usually do to poor solder connections at the point of input  to the meter 
swing inside.
