[BC] March 22 FCC IBOC ruling

I have a feeling the text of the ruling has not yet been released. The
FCC's page on this is http://www.fcc.gov/mb/audio/digital/index.html . It
has no current info other than it has been approved. Once a rule appears
in the Federal Register, it will be listed here:
http://www.hallikainen.com/FccRules/2007/RuleChanges.html . It's not there
yet.
