I'm sure its legal; but not very practical given the bandwidth and noise
considerations of an AM signal....
Certainly if they've spent money buying a facility, it would make sense to
include a reliable link (950 mhz STL; T-1 or whatever) as part of the
acquisition costs.
It would be a shame to invest the money in an FM facility and then treat the
audio as you suggest.
