Appears so.

The original proposal, a two tower DA near Federal Way, would have been 
the best, I think.

But, the Vashon Island site seems to be good both towards Seattle, NE, 
and towards Oly, SW, and the 850 site didn't do that.

I saw that 850 site in its final stages of completion, and was not 
impressed.
