On the President at least I think the reason why they put the VU meters on
top was that monstrosity of a switch assembly in the belly of the beast.
That thing was huge and left little room on the front panel for meters.
There was conventional wisdom in those days to have meters as big as Simpson
could make them! Watching levels was important. Precious little headroom in
the console, about 10 dB in an Executive and less than perfect processing
gear back in the 60s meant big meters with a Dymo label usually warning the
operator to watch levels.
By the way, if anyone wants one, I have a President free for the taking.
Pick up only. I would rather not ship it. We used to use it for trade shows
to show off our electronics. Sorry, there are no BDI electronics in it. We
sold them all!

That was the President. I spent a few years (1970-1972) behind one at
WJJZ, Mount Holly, NJ - a 5 kW daytimer on 1460.
I always wished we had the better looking Diplomat instead of the
President. I liked the way the Diplomat VU meters were actually on
the front of the console instead of perched up on the top ridge.
However, they could be slid back and forth or removed altogether (and
placed where?).
All of the Presidents I knew of had blown monitor amps which had been
replaced with an outboard amp. At WJJZ we had a Bogen off to the side
to drive the control room monitor speaker.
There are pictures of the Gates console line on Barry's website:
