 I would STRONGLY suggest advice of counsel !!

 By vouluntarily lighting towers not required to be lit, you can easily find
 yourself in a defacto grandfathered situation where you ARE required to
 continue lighting them, AND be in violation of the terms of your license.

 Did I mention a STRONG recomendation of advice of counsel ?
