[BC] BUSH ORDERS UPDATE OF EMERGENCY ALERT SYSTEM

For whatever it is worth, the long range plan is to use zip codes 
instead of FIPS codes.  Zip codes are already being used in reverse 
911 and 211 systems.  More to come..
