[BC] DX on FM band

I have a nice letter at the office, from a listener in.. Ohio?!

 From his letter he received several minutes of programming from our 103.7 
on May 28. KOUL is a C at 1000'. 100k radiated. During that same incident 
other TX stations made their way to Ohio.

Pretty amazing, I'll be composing a letter to him the next few days as time 
permits.
