Even without a com'l ticket, this is why, if you have a citable accident,
YOU get the ticket.
Not your employer or some other entity. In other words, you can't pass
off responsibility to some entity or company - you speed (to cite a
simplistic example), YOU get the ticket, and must deal with that.
Now, I would advocate all the walk arounds, check lists, interlocks,
training periodically, etc. But ultimately, the person with the keys has
to accept responsibility.
