Spectrum would have to be set aside for this "public park." It should be
adjacent to the existing FM broadcast band so most existing receivers
could pick up a few channels of it and future receivers could encompass
it. A portion of the top of TV channel 6 would be great. All equipment
would be FCC certificated. Enforcement would be done as is now with the
FCC shutting down noncertificated equipment.
