[BC] Is this a Serious Sirius problem?

Power levels, to start. I don't think you can fine SIRIUS. They're 
not the licenseholder of the tiny transmitter. The FCC will have to 
fine every receiver owner who listens to Stern on a receiver with a 
transmitter. I'd hate to be in the Bible belt with a blue haired blue 
nose driving beside me. Hmm. My experience on Criswell Baptist Church 
turf was that they'd be listening to Stern directly on their way to 
the liquor store and porn shop. Got to drive to the "wet" side of the city.
