[BC] ASCAP and BMI and Rights

What I gather is that the copyright tribunals are held on 
purpose in the east where liberal judges rule favorable to 
ASCAP, BMI & SESAC.

Someone said that if the tribunals could be held in the 
heartland, there would be a different outcome.

Are we broadcasters actually kidding ourselves that we have 
any bargaining leverage?  We'd have to all go all talk to 
bring them to their knees.
