Well, mainly, the transmitters are legal, unlicensed, part 15 devices,
not a licensed, fixed transmitter in a service intended to be 1 to many.
I would also suggest that Stern's "coverage" in a city, via part 15
devices, is somewhat less, than even on the lowliest class A FM ;-)
For a time, he was on in the Houston area market - on Infinities' 650 AM,
a 250 watt daytime only sig based east of the city and licensed to
Pasadena. Now that's a power house ! <wink>
