I do believe he expect an engineering position to be
taken by the Society, and comments filed with the FCC
during the appropriate periods.

There is a feeling among some in the industry that the 
SBE should have taken a position in opposition to the 
level of first adjacent interference posed by Ibiquity's 
form of IBOC broadcasting from the viewpoint of good
engineering practice.

The First Report and Order of Docket 99-325 established 
the transitional system for hybrid digital/analog radio
making further discussion pointless, although few seem
to understand that fine point. Consequently, the Society
is frequently challenged by those with Dana's view to, 
in effect, "stand up and do SOMETHING."

Few seem to realize there is no possibility of SBE
representation of its membership in this matter as the
members hold many diverse opinions on both sides of the
debate over IBOC as implemented by Ibiquity.

It is possible the AFCCE did not advocate a position
for more or less similar reasons.

As IBOC is deployed, more are beginning to realize its
faults. Thus, complaints at this stage are understandable
even though untimely, hence pointless.

IBOC may be a disappointment compared with other potential 
technology, but IBOC/HD IS the system the FCC has decided 
for us. Therefore, it appears to me, incumbent upon us as
broadcast engineers, to deploy it as quickly as possible
to the fullest extent, in the hope of hastening the day of 
transition to full digital audio broadcasting.

There are areas where the FCC has not spoken that will
affect our jobs in the future, such as a means for
upgrading the IBOC and the (eventual) digital systems, as 
well as the matter of interoperability with other potential 
systems. Perhaps, a consensus may exist within our 
membership that the SBE could represent in these regards. 
Investigation of possible common ground might appropriate 
now, for future consideration at the time when the FCC
invites further comments.
