[BC] ASCAP and BMI and Rights

Would it be possible for a broadcast station to play only music where the
composer is not represented by BMI, ASCAP, or SESAC? There's a TV station
(I think I recall reading this) that runs viewer submitted video. How
about a radio station that runs only listener submitted music? The
composer and performer may be satisfied with the exposure being their
compensation. These singer/songwriters would ideally make a living selling
their music through downloads or CDs through a website.
