And that has been a model from time to time - sometimes illegally, and
sometimes with full disclosure. Pay-for-play, brokerage, infomercial
purchases, they are all the same.

But just as Bob Hope never paid to be on stage and then collected a portion
of the door, mostly the model has been one of aesthetic choice: the program
director or other deciding entity chooses what goes on the air. The
listeners, via call out research and other tools, give feedback, the record
labels lobby for inclusion and extension of play, and the cycle continues.
