They can also re-radiated or reflected by new structures like towers that 
have been erected well within the blanketing area in the shadow of the 
primary tower (like, a cell tower erected withing a few hundred feet of a 
25kW fm can cause TV problems for people, both from the Cell that *may* be 
running way over power , and the signal from your tower they now reflect 
into the backside of neighbor's antennae)
