But, ultimately, those bystanders may GET taken to the cleaners
because it is essentially the FCC/NRSC/NAB over whom they must
prevail, and do it on the FCC's home field. It is not impossible,
but it is a long shot IMHO. There may be other ways of achieving
the same result in time for it to have meaning to the industry
as the one suggested probably will see full digital broadcasting
on the air before it is finally settled.
