Then Congress wasn't lobbied heavily enough by/for the broadcasters.

I find it quite telling that the PUBLIC SAFETY interests got LOTS of the
vacated spectrum, while not having to give up any in return.

Why?

Unlike broadcasting, they ASKED for it!

Now it's no secret that the NAB is one of the biggest lobbiests (read: BRIBERS
of Congress) out there. They just hired a beer distributor as theiir President
BECAUSE he knows what palm to grease! WHERE WERE THEY??

They were promoting IBOC - a flawed system, that's where they were!!

So far a Congress is concerned, over half that spectrum is to be auctioned to
business users with billions for the treasury. The balance is slated for
public safety first responders etc. This is the reason for the rush to get
the channels vacated and begin full DTV broadcasting. Exchange spectrum for
MW? Other than broadcasting, how is MW useful? Conversely, how can you begin
to accomplish with VHF broadcasting what you can with MW?
