We had something like that happen in Washington DC some years ago. Guy was
stealing wire from a substation and he found some that was hot and he lived,
but when the fire dept came to rescue him ,(he was caught up high in some
metal structure of the substation) they had to wait until the local power
company came out to shut off the juice. When the power company came out
they said that substation wasn't theirs and they had no idea how to shut it
down. Meanwhile the guy is in a lot of pain from his burns and fall, but no
one could not help him until the power was shut down. It was finally
determined that the substation belonged to Amtrack. They were told to send
someone to shut the substation down, but it turned out that the only guy who
knew how to do it lived 90 miles away in Pennsylvania. They finally got the
guy down after about 3-4 hours. Definitely not worth it for a few dollars
of copper.
