No. COL may begin to mean something in the IBOC context.
NIF is irrelevant while operations are restricted to day.
Afterward, NIF outside COL may become irrelevant except
for Class A's who have recognized coverage.

I doubt if complaint will be given much consideration
unless they are inside the daytime 5 or nighttime 15
or NIF whichever is greater AND inside COL for B's, C's
and D's (where night gets zero protection everywhere).
This is my take on the rules, the First R & O and the
weighted (NRSC/NAB/major group) filings to 99-325.
