[BC] Other uses for 19 kHz pilot frequency...

I don't believe you can use the 19 kHz pilot frequency for anything
other than as the pilot. There is some wording somewhere in the
Rules that specify the protection that must be made to the 19 kHz
region. If you try to FSK shift the pilot I would imagine that you
would destroy the stereo separation since it is the phase reference
for the re-insertion of the 38 kHz carrier for the DSSC demodulation process.
