I don't know if other facility mergers experience this, but when the merger took place.
The meetings were with individual staffs. Both stations operated in buildings 25+ miles apart. People from the stations didn't know one another. 
We lost equipment that way, never were really sure if they were inside jobs or not.
People would go to the station, say they were from the other station to pick up (insert item here) and go inside and walk out with it. We lost new and used equipment that way 
until staffs got to know one another. Those people were probably people that didn't make the 
CCC cut.
