[BC] something for each site

I like to see what the station has first and what the planned needs will be 
for that location.  But week 1 purchases for a barren TX would be around 
$300 for basic hand tools. Then maybe up to $500 overall for a FM in good 
condition.  If the site is really isolated, then more because I don't want 
to run back to get tools which might not be worth the time to procure when 
they're needed.

AM's might need a little more because of the diverse tools needed to keep a 
DA going.
