The reason is because it does make sense, and it's logical.
EBay's been doing this for a long time now, and has probably gotten most
(if not all) of the kinks out of its system. The FCC should have gone to
private industry and just let them (Ebay) handle the bidding. The FCC could
very easily specify the criteria they need satisfied for a successful
bidder.
