Good luck on that one. Most of us cringed when we had to run the old 
EBS test tones. I can't imagine any station being foolish enough to 
repeatedly run test tones and Morse code at any time other than 
actual test periods. The owners of stations I've worked for would 
have a piece of the hide of anyone who would schedule such a thing, 
especially for hobby purposes. You might be able to get them to run 
it during test periods but not in regular programming, regardless of 
the daypart.
