KFI started using that site in 1948 while the airport
had been used since the days when barnstomers used it
as an open field, dating from the earliest days of
flying.

Check your facts. :)  In 1948 the FAA did not exist,
and siting towers near airports was simpler. The KFI
tower has never interfered with *proper* flight ops
at Fullerton. However, *if* FUL used a non-standard
right hand approach for RWY 06 the problem with 
pilots to dumb to fly would be alleviated. It is
curious to me that this possibility has never come
us in the accident discussions. RH patterns are
very common, although they are considered non-standard.
