Are you speaking of lands such as "Sixteenth Section Land" in Mississippi?

I've "owned" such land there.  For all intents and purposes it works 
like private land. You buy; you sell.  Realtors get involved.  It's 
surveyed. Deeds are drawn up.  Etc.
