My recommendation would be Beverly Hills. The mansions are probably 
higher than the towers would be and would hide them. The only 
sparsely populated area would be Griffith Park. WMET, Gaithersburg, 
MD is pumping out 50KW from a public park trying to reach Washington, 
DC. It seems every telephone in the wealthy nearby neighborhoods gets 
a great signal. Washington doesn't.
