Is "this land is your land, this land is my land" public property or
private? Mostly private with huge expanses of public land.
RF spectrum should be the same way in The Land of the Free, Home of the
Brave.
All spectrum licensed to private companies should be converted to their
private ownership. They'd still have to operate according to some
Rules, just like landowners are subject to federal, state and local
regulations. Private spectrum owners could be taxed on that RF "real
estate", too.
The Gov't could own pieces of spectrum here and there for its use, as well.
Radio Spectrum is, indeed, a "scarce commodity".
There is no better way to equitably and efficiently distribute a scarce
commodity (spectrum) than a free-enterprise, onwership system. It
*will* be put to the best, most efficient use over time.
