 I understand perfectly what you're saying.
 The tension on your cover is wrong !
 Trust me on this one. The method works !

 If the cover is too tight, it won't move enough.
 If it's too loose, it also won't move enough.
 There is a sweet spot, something less than a drum head,
 but not much, that DOES work.

 In ten years of Northeast Ohio lake effect snow, there was
 one time, and one time only, when it failed.
 Cost vs benefit is really a no-brainer.
