[BC] KFI Tower replacement ?

If memory serves, there was a proposed ordinance in the New Jersey 
Meadowlands (where many NYC stations are) that declared that any 
tower that came down or needed replacement would not be allowed to be 
rebuilt. I always wondered why a few towers were more damaging to 
protected wetlands than a shopping mall or sports stadium that would 
pave them over.
