Have you investigated tilting the loop? It looks to me as though the 
zenith angle of arrival for WTOP off the E/D layer will be in the 
range of 15 to 20 degrees.  I'm too lazy to calculate it.   Your sig 
from WFIF will be a surface wave, I'd guess.
