Which is exactly why you can't do that.
The only way to do it without having to pay iBiquity more or having to
license the station separately with its own HD gear is to use a HD & Analog
translator.
You can't go to base band without breaching the contract with iBiquity.
The HD/Analog translators being developed by Armstrong and others fall into
an area which is not in violation of iBiquity contracts and do not require a
special license, royalty or agreement with iBiquity because the incoming
signal is received off the air and not brought down to base band audio.
As soon as you go to base band audio you now have a licensable audio source
as far as iBiquity is concerned.
If you want to go down to base band audio they use FMeXtra and digitize your
analog SCA's. Feed the second station's audio that way, go down to base band
to add whatever commercial content you want to the second station and you
are home free.
The cost of an FMeXtra unit is $8900 and it includes a reference receiver.
An Xlink STL analog lists for $5550.
