During the experimental period, it is possible to perform certain tests so
as to verify operation of equipment designed for that power
level. HOWEVER, if they publicize the fact they plan to do this and supply
normal programming , it could be construed to they are programming for that
power level and that would be outside of their licensed parameters.
Further, experimental hours also have a non-commercial aspect in that the
FCC expects that no commercials/promo's, etc. are to be aired for revenue
generating or promotional purposes.
It is a VERY fine line which can be easily crossed if not careful.
