You may be right, DRE FM eXtra may the way to go. Now all I have to do is
find a receiver..

Be careful with this approach.
If you go back to baseband audio at station B and you then re encode the HD
signal then you may need to license station B with iBiquity.
Our HD/Analog translator is in the field being tested.
This will stay at IF and heterodyne to the new frequency so there is no
licensing needed.
iBiquity says that if you go to base band audio you need to license the
station.
Another way to do what you are asking without question is to use the DRE FM
eXtra and digitize your SCA. Then use it to feed Station B.
This approach is being done by some in the field now.
