Yes.  On 4/30/73, a C.P. was granted to increase [the] tower height to 
support [an] FM antenna.
A License to cover the C.P. was granted on 3/14/75.

The FCC microfiche files, which end in 1982, do not show WCEM using a 
resistor on their antenna.
It could have happened later or there could be some other reason for the 
lower efficiency.
