[BC] AM daytimers

I thought all Class C's were now at 1 KW, or equivalent to 241 mv/m deal
at night. I didn't think anybody was licensed to on run 100 watts on a
Class C channel at night anymore, or as a matter of fact, around the
clock.

Originally, Class IV's were granted 250 W maximum with some permitted at
100 W. I haven't looked it up, but there may be some 100 W grandfathered
Class C nighttimers on the air today. IIRC, some provisions in the rules
refer to such.
