Was there such a shortage of lines/facilities in those days that they
went to other use in that portion of the day when the networks were 
not operating?

Or is this a case of illogical telco thinking?<<

IIRC it was an economy move...the network only paid for the circuits
when the network was up.  Fred Friendly in his book "Due to
Circumstances Beyond Our Control" tells about having a network program
that was running long cut off in mid-sentence because AT&T pulled the
network feeds at a certain time.
