[BC] Contacting the FAA

[Mike McCarthy]

It's an existing tower which he wants to eliminate the lighting/marking 
requirements with the FAA.  TOWAIR is an FCC program to check whether a 
tower might need registration with the FCC. Has nothing to do with the FAA.
