Close, but not exactly Paul. He needs to talk with the DSO (district safety
officer) who should be in the same complex with the FSDO, but not always.
Usually, a DSO can tell you how the regional office will rule on a hazard
determination, but the only way to get one is to make a formal application.
The NO HAZARD letter is what the FCC wants to issue a tower registration
or remove a lighting requirement from the license. BTW nothing says you
can't register an unlighted tower. Most of the cells register everything
because it is easier to deal with the WTB. The WTB doesn't seem to get the
fact that some towers don't require registration. Thus, if a STL is involved
it is easier to register with no lighting required, than to argue about it.
