Go to the FAA web site and get form 7460-1 "NOTICE OF PROPOSED CONSTRUCTION
OR ALTERATION" and submit it. Now you will have the official word on whether
you need to paint and light or not.
For a quick and dirty way to check it yourself, go here:
http://wireless2.fcc.gov/UlsApp/AsrSearch/towairSearch.jsp
If you do need to mark the tower, and RF is involved, make sure you file for
an Antenna Structure Registration Number from the FCC. They have been coming
down hard on violators.
