You're probably correct.  There are different jurisdictional boundaries at
ABC in NY than in Washington.  In NYC, graphics people are NABET while in
Washington they're WGA.  I think IATSE has some studio jurisdiction at ABC NY
whereas in Wash. it's NABET or DGA.  However, the times are changing.  For
the time being, the folks at ABC News/Wash. are quite happy to be providing
what the News Division needs, at less cost.
