I think you pretty much hit it. I used to work for a TV station where top
management had a factory production output kind of mentality. They just
could not stand to see all the live gear sitting in the station and not
being used. "Look at all the money we spend on this stuff only to have it
sit around here doing nothing". They will look for anything, no matter how
silly, to keep the gear in motion thereby justifying the money they spent on
it.

TV stations here in Vegas are really bad about that. They'll do a live shot
on the 10 pm news from the scene of the tragic morning-drive accident. Of
course, by then, there's nothing to see but some street lights. Or they'll
do a live shot from the front of the Board of Education building, where the
board met hours earlier. At 10 pm, it's just an empty building. Is there
really any point to that? Why not just stand in front of green screen and
key a picture behind the reporter? I guess it's because "we've got a remote
truck and by gawd we're gonna use it, even if there's nothing to see."
