[BC] Dark station.... Violations.. who is responsible

Since the station has been "dark" for a  while,  I'm sure the FCC, by now,  
has deleted the license and  canceled the call sign.  Steve Bass, who owns Bass 
Music in Raleigh, has  tried to get the station back on the air, however he 
has not been successful due  to some issues, either with zoning by the 
town/county/, financial, or the  FCC...not sure which.
 
I do not know if he actually purchased the facility from the  "good  Bishop"?
 
A check of the Wake County, or Fuquay  tax records will  indicate who is 
supposed to be paying taxes on the property.
